    Spain | Regional finances in 2021 and between 2003 and 2021

    Summary

    This new Working Paper analyzes the trend in regional revenues and expenditure, including the sector’s budget balance and its debt position from 2003 through to the present day.

    • Financial year 2003 is used as the baseline for our analysis because it was the first year in which all the autonomous communities of Spain were responsible for managing healthcare for the full year.
    • As there have been no significant changes since then in terms of the funds allocated, the series corresponds to a period in which the spending resposibilities of all the autonomous communities remained virtually unchanged over time, although they may vary across autonomous communities.
    • Section 2 describes the data used and the adjustments made to the data.
    • Sections 3 and 4 analyze the trend in regional revenues and expenditure, the sector’s budget balance and its debt position, working with aggregate data and focusing on recent years.
    • Section 5 then works with disaggregated data at the regional level, revealing the significant differences that exist across the territories of Spain. Last but not least, section 6 contains our conclusions.
