Spain | Financing of the autonomous communities under the common system, 2002–2021
This Working Paper analyzes the changes in the definitive financing of the autonomous communities under the common system from 2002 to 2021.

- To this end, a series of effective financing for homogeneous competencies is constructed that attempts to approximate, better than the official data on regulatory financing, the resources that the ordinary regional financing system (SFA) would have provided to the regional governments during the period analyzed to finance the competencies common to all the autonomous communities if they had applied a common tax scale in the taxes over which they have regulatory capacity.
- Complementary series are also constructed for financing by cash, financing for singular competencies and financing increased with extraordinary transfers, and other aggregates of interest are compiled that can be used to relativize regional financing, including the regional adjusted population, which until 2009 was calculated both with the criteria of the current system and those of its predecessor.
- These series are used to illustrate some interesting features of the trend in aggregate regional financing and the comparative position of the various autonomous communities in terms of funding per unit of need.
- Furthermore, it compiles other aggregates of interest, which serve to relativize regional financing, including the regionally adjusted population.
