The study reveals a decline in poverty levels across 70.3% of the municipalities, though it also identifies significant variations in urban areas and highlights shortcomings in health services and educational coverage.

• In 10 years, of the 2,455 municipalities that have information in 2010 and 2020, 70.3% (1,727 municipalities) reduced their poverty by 9.4pp on average, while the rest (728 municipalities) have increased it by 5.3pp on average.
• In 23 urban municipalities there are almost 10 million people living in poverty, 17.4% of the national total. Leon (817,000), Ecatepec (786,000), Iztapalapa (773,000) and Puebla (681,000) were the municipalities with the most people in poverty in 2020.
• León (271,000), Toluca (202,000), Ixtapaluca (172,000) and Ecatepec (156,000) were the municipalities with the greatest increase in the number of people living in poverty between 2010 and 2020.
• Chiapas, Guerrero, Oaxaca, Michoacán and Veracruz concentrate a significant proportion of municipalities with high levels of educational backwardness. On the other hand, in 795 of 2,455 municipalities with information (32.4%), the lack of health services increased between 2010 and 2020.
• In 2020, the Marginalization Index and the Human Development Index have high levels of correlation with extreme and moderate poverty at the municipal level.
